21 Jan 2019 FPMIS Infrastructure Upgrade - Service Interruption

Due to a major infrastructure overhaul, FPMIS will be unavailable on the Tuesday, 22nd January 2019 from 0800hrs to 1800hrs Rome Time (GMT + 1).
This outage is necessary to ensure that the FPMIS infrastructure is upgraded to meet corporate security requirements.

12 May 2017 UPDATE - FPMIS Budget Holder Reports Functionality.

Dear FPMIS Users,

The FPMIS facility for accessing budget holder reports and financial statements from iMIS is being upgraded to meet security requirements.
Internally, these reports may be accessed through iMIS.
Externally, the Project Status Report will be available to Donors and Member Countries through FPMIS by mid-June 2017
In the meantime, Donors and Members may request Project Status Reports for their respective projects by sending an email to FPMIS-Dataquality@fao.org

Budget Holders using FPMIS to manage projects (TCP, TF etc.) please note that from 05 December 2012, the FPMIS budget tools will automatically post approved project budgets into GRMS.
The tool converts budgets into a format that meets the requirements of the corporate financial system (GRMS) and is part of the ongoing process to streamline and standardize how budgets are managed.

12 Nov 2012 FPMIS Budget Module Restored


The update of the FPMIS budget facilities has now been completed and the facilities are now available

To recap, the budget facilities now include the functionalities

  • A facility to import a project's budget from GRMS for those projects whose budgets in FPMIS are not fully defined (by Results)
  • A mechanism for checking that the budget for the current financial year is never less than expenditures incurred so far
  • A facility to distribute a project's budget across Organizational Units
  • A feature to support the reallocation of equalized amounts
  • A facility to transmit budget data directly to Oracle ERP

These features constitute a considerable change in the way project budgets are managed in FPMIS and by extension in Oracle (ERP).

While the bulk of the planned modifications are now in place, we do expect that some minor modifications and improvements shall continue to be made to the module in the coming months as we continue to align it to the newly released Project Cycle Guide.

FPMIS application and data are being updated to address the live budget interface with GRMS. We expect to re-open the system to the users around 17:00 hrs (Rome time)

Key features of the new FPMIS budget facilities are:

  • automatic import of the budget details from GRMS for projects where there is no Results Based Budget defined in FPMIS
  • control on current financial year expenditures (actuals) ? budget can not be less than actuals
  • budget can be spread across various Organization Groups
  • Equalized budgets have to be reallocated
  • Budget revisions are automatically posted to the Oracle

04 Apr 2012 Enhancement of Budget Management Facilities - 4th April 2012

FPMIS is currently unavailable until Wednesday 4th of April 1700hrs, Rome Time (GMT + 1).

As announced earlier, the system has been shut down to allow for the upgrade of project budget management facilities.
The main objective of the upgrade is to put in place the annualization of project budgets which, up until now, are not annualized in FPMIS.

23 Nov 2011 FPMIS fully compliant with Central Authentication Framework (CAF)


Earlier this year CIO has successfully released a major upgrade to the FAO Corporate Authentication Framework (CAF) with the aim of improving access to systems through a common login mechanism.

The login facility of FPMIS has now been upgraded to use the latest version of CAF.

The major advantages of this upgrade are:

  • Users logged in to FPMIS can navigate to any other CAF enabled system without logging in again and vice versa a user logged in any CAF enabled system can access FPMIS
  • Users from most of the Decentralized Offices can use their local user ids and passwords

21 Sep 2011 New Customizable FPMIS Home page

TCDM is pleased to announce the release of the new customizable FPMIS home-page facility.

FPMIS serves a broad range of users who use it for managing projects, analyzing data or producing reports. The new customizable home page facility is designed to enable users to engage more intuitively with the system by selecting the home-page that best represents the manner in which they interact with the system.

The following pages are available for selection as home-page:

  • The Manager‘s Dashboard
  • The Standard Homepage
  • A project page
  • The Delivery Statistics page
  • A country responsibilities page
  • “My FPMIS” page
Once a user chooses one of the above pages as a home-page, he/she will, from that point on be automatically re-directed to the selected page upon log-in. At any given time, the user may change his/her home-page by clicking on the "Change" link provided at the top-right corner.

The new customizable home-page facility is intended to place FPMIS in the context of the user. It is therefore hoped that it will enhance the responsiveness and interactivity of the system by providing ready and easy access to those functions that are frequently accessed by the user. TCDM will add to the list of available home-pages in the near future.

As a result of an unforeseen infrastructure problem affecting the application server, FPMIS was inaccessible for most of Thursday 11th, February 2010

26 Oct 2009 New Consolidated Trigger Messages

In 2004, TC Department, through the Field Programme Management Information System (FPMIS), officially launched a system of automatically-generated messages, also called "trigger" messages, aimed at assisting budget holders in the discharge of their responsibilities. Consequently, FPMIS was configured to monitor a number of key project milestones and, when certain conditions apply, to transmit predefined email messages. For each project milestone identified by the system, a message is sent to the budget holder. The result is that a budget holder usually receives more than one message in a given month.

The trigger system has now been refined to produce one consolidated message that consists of the all conditions and the projects that have been identified under those conditions. The consolidated message will, for each condition, continue to provide the budget holder with the necessary guidance, references and key contacts. Trigger messages have in the past been copied also to the concerned regional offices. The consolidated message will now also be copied, where applicable, to the concerned Field Programme Support and Monitoring Officers based in the sub-regional offices.

In 2002, TCOM implemented within FPMIS a "trigger" messaging system that was designed to improve the monitoring and follow-up of projects. Under this system, FPMIS was configured to monitor a number of key project milestones and, when certain conditions apply, to transmit predefined email messages known as "trigger" messages.

The text of each trigger message is self-explanatory and provides guidance on the action(s) required; making reference, whenever possible, to the relevant procedures and regulations.

07 Sep 2009 Parameters for DWH Reports through FPMIS

As suggested by colleagues from the Finance Division, the default parameters of the Data Warehouse Project Status Report (PSR) have been changed for the Income accounts. The Income accounts will now be listed at 'child' level, i.e. Cash received, Interest earned, Advance funding etc.

It is expected that this will facilitate the Budget holder in having a better view of funds actually available. (Interest earned is generally not available for spending unless specifically authorised by the donor in the agreement or through a budget revision)


30 Aug 2009 Work Plan Facility

Upon request from the Programme Implementation Unit - EU Food Facility, a new facility has been developed within FPMIS, whereby the project manager can record the work plan of a specific project and use it for monitoring purposes; the relevant Gantt chart is automatically available.

The facility is accessible through a new section in the project core page: Work Plan.

25 Aug 2009 Reporting facility for extra-budgetary projects dedicated to APO assignments

A new facility has been released in FPMIS to maintain information and generate reports for extra-budgetary projects dedicated to APO assignments.

The facility, based on existing information from TC APO Programme database as well as complementary data retrieved from HRMS, allows producing cumulative reports concerning APO projects. Information is sorted according to various criteria such as: donor, division, duty station location and gender. The database concerning APOs on duty is readily available, while information concerning past assignments will gradually be updated in the system.

The new facility is accessible to authorized FPMIS users through the My FPMIS main menu option, using My Reports/APO Reports or the APOS Search option.

20 May 2009 Facility to record Baby Projects for TCP activities

A new module has been released into FPMIS to allow users of the TCP Facility to monitor the budget allocated to each component separately.

Once all the existing data has been entered (work in progress in TCOT), each component will appear as a "baby project" with its own budget under the overall TCP Facility "parent project". All the documentation related to each component will be uploaded to the respective baby which will also reflect the name and organizational unit of the lead technical officer and other information specific to the "baby" entry.

Please note that no separate Oracle activity code is assigned to baby projects except for the components approved in the context of the ISFP. Non-ISFP-related expenditures must be charged to the Oracle activity code for the parent project.

Until further notice, budget holders are requested to continue processing budget revisions to TCP Facility projects (addition of new components or revision of existing components) as per past practice and in accordance with the instruction contained in FPC 2006/02 Rev.1.

Although the above facility has been developed for TCP funded projects, extension to other funding sources is feasible and has to be coordinated with TCOM



10 May 2009 Financial Reporting against a group (cluster) of projects

A new facility has been released in FPMIS to generate reports using financial data in a format other than the standard DWH reports. The facility permits to group expenditures available in DWH according to specified criteria.

The facility is based on:

  • The linking of projects to a specific cluster, e.g. "MDTF portal"; the set of projects is determined by the user who maintains the linkages between projects and the cluster;
  • The association of the GL child accounts to the donor specific items e.g."UN unified items". The association is determined by the user in consultation with AFFC and TCOM.
The reporting facility is accessible to authorized FPMIS users through the My Reports menu and hands on instructions are available online through the main menu option Procedures / FPMIS Manuals and User Guides

The first customization is fully compatible with the specifications provided by the "MDTF portal" using the UN unified items. For any suggestion for other customized reports please contact TCOM and AFFC



10 Mar 2009 Planning of EB resources against Organizational Results in FPMIS

A new facility has been released in FPMIS to facilitate the inclusion of pipeline proposals and projects in the resource planning and formulation of unit-specific contributions in the MTP/PWB.

The facility is used to link Extrabudgetary (EB) and Regular Programme (RP) activities, to the Strategic Framework through the Strategic Objectives (SO) and Organizational Results (OR). The Funding Liaison Officer (FLO) (in the case of pipeline proposals) or the Budget Holder (BH) (in the case of operationally active projects), in consultation with the Lead Technical Unit or Project Task Force members, are responsible for maintaining the correct linkage to at least one OR.

Please note that following consultations with users, PBE has agreed to expand the number of SOs and ORs to which any single project or pipeline proposal can be linked. However, the users are requested to only select those SOs and ORs that reflect areas of significant contribution from the project rather than an exhaustive list.When no OR captures what the project contribution is in its entirety, the FLO or  BH are kindly requested to select the one that provides the best fit with the objectives of the project.

PBE has made an effort to identify the SO that best captures the objectives of each active project; however it is up to the BH or FLO to confirm and select the relevant OR(s).

03 Oct 2008 FPMIS Service Interruption

In 2002, TCOM implemented within FPMIS a "trigger" messaging system that was designed to improve the monitoring and follow-up of projects. Under this system, FPMIS was configured to monitor a number of key project milestones and, when certain conditions apply, to transmit predefined email messages known as "trigger" messages. The text of each trigger message is self-explanatory and provides guidance on the action(s) required; making reference, whenever possible, to the relevant procedures and regulations. 06 May 2008 FPMIS website on the Initiative on Soaring Food Prices (ISFP)

To facilitate the monitoring of the Initiative on Soaring Food Prices (ISFP), TCOM has prepared a facility similar to the ones used to monitor the Locust, Tsunami and Avian Flu interventions within the FPMIS.

The new facility is accessible through the FPMIS main menu option "Emergencies".

Selecting the "ISFP" option a new web page is displayed with all the tools currently available. New tools/reports will be added as the requirements will be further discussed.

The ISFP FPMIS webpage currently comprises of the following tools:

  • ISFP tools - to facilitate the work of Operations staff
  • ISFP Management Reports- to enable Senior Management to keep track of Fund Mobilization with respect to the initiative
  • ISFP Documentation - to facilitate the searching of documents within the FPMIS and the entire Internet where mention is made of the ISFP initiative.
The "ISFP tools" and "ISFP Management Reports" facilities are based only on those projects which bear the ISFP qualifier.


26 Mar 2008 System Interruption

FPMIS services will not be available from Friday 28th March 2008 at 12:00 hours to Saturday 29th March at 16:00 hours (Rome time). The service interruption is due to Hardware and Software upgrade activities.

05 Mar 2008 Pending Housekeeping Actions

A new standard report "Pending House Keeping Actions" has been added to FPMIS that aims at supporting Budget Holders and other key players to track of standard housekeeping tasks in relation to projects assigned to them.

This report provides a list of projects assigned to the "logged-in-user" and sorted by the following pending housekeeping actions by project:

  • Delivery (excluding commitments) exceeds Cash Received (WIP)
  • Delivery (excluding commitments) higher than 80 % of Cash Received (WIP)
  • Delivery 80% or more than Cash Received (delivery including commitments)
  • Delivery exceeds budget recorded in DWH
  • Latest Budget recorded in FPMIS is less or greater than the DWH Budget
  • Project is Active with past NTE dates
  • Project is Ending within the next 6 months
  • Delivery estimate is pending (WIP)
  • Progress Reports due/overdue (WIP)
  • QPIRs due/overdue (WIP)
  • Projects qualifying for evaluation


  • No action required
The report is accessible as a MIR Housekeeping item on the home page of FPMIS as well as from MY FPMIS, under Projects assigned to "logged-in-user ".

The "logged-in-user" can only view those projects assigned to him/her, i.e. if the "logged-in-user" is John Testing, then only the projects for which John Testing is Budget Holder will be visible to him.

A project may be listed under more than one group, e.g. a project could appear "Delivery 80% more than the Cash Received" and "Latest Budget recorded in FPMIS different from DWH Budget".

The above report allows the "Logged-on-User" to view in one place the projects assigned to him/her that require action in order to adhere to standards related to deadlines, budgets and reporting obligations that are established in the project agreement. At the same time, the Budget Holder concerned will receive automatic messages that guide him on specific actions that should be taken to remedy any deviation from agreed standards.


14 Feb 2008 Sources and Application Analysis module (FPSAA)


The Source and Application Analysis (FPSAA) is a new analytical tool accessible in the FPMIS. It permits to analyze the dynamics of approvals, revisions and delivery within a reporting period which will normally be annual, and monthly within the framework of the monthly reports. The two reports cover the entire field programme (i.e. technical cooperation and emergency assistance), but can be modified to look only at more detailed subcomponents such as only technical cooperation or emergency assistance, or be limited to specific funding source (e.g. TCP, UTF or GCP etc.), region, subregion and recipient countries, donor or budget individual holder.

Through the combination of information in the FPSAA, it will be easier to identify and analyze the causes behind the changes in Field Programme approval and delivery statistics, and identify the areas that require closer monitoring or action.

24 Oct 2007 Revised Project Document List format


Within the FPMIS, the documents related to a project are usually listed in the project's home page. When a project has many documents its home page may take a lengthy period of time to open.

The design of document section has now been revised to reduce the time required to display the project home page. The list of documents associated to the project, will only be visible when a user specifically clicks on the blue Documentation bar.

This functionality is similarly used in the Status History and Financial data sections and it is aimed to improve the performance of the project core page.


25 Sep 2007 Release of New Integrated Project Data Reference Repository in FPMIS


AFFC and TCOM are pleased to announce the implementation of the new Project Data Reference Repository in FPMIS which substitutes the old PDRF previously maintained in Finsys. Project-related data previously maintained in Finsys will now be recorded directly in FPMIS.

The new Project Data Reference Repository, which is accessible to users in both HQ and field locations, can be accessed directly in FPMIS including the new project tab Financials.

Special features have been developed in FPMIS to streamline the process and reduce the paperwork involved in approving field programme projects and opening Oracle accounts . A joint AF/TC circular is being prepared to address transitional period issues and provide processing instructions and guidelines.

Prior approval from PBE is still required for deviations from the default PSC rates, in line with the FAO Support Cost Policy (see details).

The TCOM and AFF helpdesks (TC-FPMIS-DataQuality@fao.org and AFFC-PDRF-Help-Desk@fao.org or ext. 55816) will assist users with the new functionality.


06 Sep 2007 Partnership Programme/ Umbrella Projects


In collaboration with TCAP, a new facility has been released in FPMIS to facilitate monitoring of Partnership Programme/Umbrella Project implementation. The facility based on a Donor maximum commitment provides the tool to monitor potentially available funds for new projects to be developed.

This new facility can be accessed from the FPMIS home page
(Field Programme Management Information Reports, Projects requiring housekeeping action, Umbrella / Programmes). The first step is a summary by Programme with an indication of budget committed by the Donor and allocated to Pipeline entries and/or approved Projects. It is possible to review the details for each Programme by selecting the title of the relevant Programme.

The resultant information can also be presented using the existing FPMIS report formats (e.g. Word, PDF, Excel etc).

04 Apr 2007 Change of login usernames

Following the implementation of HRMS, KCT is in the process of aligning Network usernames (login IDs) with the usernames in Oracle.
While this will not affect the vast majority of FPMIS users, some users may be inadvertently locked out of FPMIS due to a change in their username.
TCOM is liaising with KCT to ensure that changes in usernames are promptly effected within FPMIS to reduce disruptions.

19 Dec 2006 Daily Financial data


Until recently FPMIS was providing snapshots of financial data extracted from the DWH on a monthly and annual basis. Monthly/Annual consolidation provides financial information that supports management activities in the monitoring of the field programme.

In order to expand the support to budget holders, FPMIS now includes a facility to also obtain a daily snapshot, i.e. financial data that is downloaded from the DWH on a daily basis. This will provide crucial information that is important for the day-to-day operations of the field programme.

This new feature can be accessed through the new source of advanced search (default option, label current year (DWH data as at today's date); the resultant information can also be presented using the existing FPMIS reports (e.g. Drilldown, Excel etc).

Financial information on the core page of each project is now displaying both the monthly closure (basis for all FPMIS statistics) as well the daily snapshot.

22 Sep 2005 FPMIS Availability

FPMIS is currently undertaking an upgrade of its database engine and server. As such, the system is currently available in BROWSE ONLY mode. Although we do not envisage any system outage, some service interruptions may occur during the weekend 1/2 October.

11 Aug 2005 Access to Oracle DWH

On 18 August 2005, FAO's Oracle Upgrade Project Team will release a new version of the Oracle Financials System and Data Warehouse.
The closedown of the existing system is planned for 1230 Rome time (GMT +2 ) on Thursday 11th August, and actions towards upgrade will commence immediately thereafter. The new system will be released to users at 0830 Rome time (GMT + 2) on Thursday 18th August.
Efforts are being made to shorten the service interruption period and users will be advised via e-mail and log-on messages if the system can be released to users earlier than anticipated.
The list of applications which will be unavailable during the upgrade of Oracle 11i is as follows:

04 May 2005 Utilization of the Remarks Fields report


A new report is available to monitor the utilization of the Remarks fields. The report is accessible either through the Short Cuts or through My FPMIS/My Reports and is labelled Utilization of the Remarks Fields.

The report accepts the following parameters:
Organization code: a valid FAO organization entity acronym (e.g. AGLW, AGL, AG etc); the report will contain all ongoing projects or pipeline entries where the Organization (and any of the lower level entities) is associated either as the Lead Technical or Operating entity . Leaving this parameter empty will default to all.

Recipient country: the report will contain all ongoing projects or pipeline entries linked to the Recipient Country. Leaving this parameter empty will default to all countries.

Modified from and Modified up to: date parameters to delimit the interval in which any of the remarks fields has been modified. The default period is from 1st of January 2005 onwards.


04 May 2005 Text for Country Briefs


A new field has been added for each project to record the text relevant to country briefs (maximum 4000 characters). The contents of the field are visible to all FAO FPMIS users and the field is located in the Comments section (tab) of each project. Rights to modify the contents of this field have been assigned to all users involved with project data maintenance, should your user id has not been included in the this list please notify TC-FPMIS-Security@fao.org.

In order to enter such information in FPMIS please follow the steps:
1. open the required project through search,
2. on the top of the core page, just above project title, click on the Comment tab,
3. click on Text for country briefs,
4. in the pop-up screen enter the text and click OK,
5. click on save data and wait for the screen to refresh,
6. search next project and repeat the above.

1. Fields labeled "LTU" and "LTO Unit"
Status: All Statuses
The LTU (Lead Technical Unit) is designated by the TC Department. It is the HQ division or service that has the technical mandate and the ultimate responsibility for all technical aspects of the project. The LTU is identified based on the technical content of the project or as result of consultation within the Project Task Force.

The LTO (Lead Technical Officer) is the organizational unit designated by the LTU to provide day-to-day technical support the project. The LTO Unit is the organizational unit to which the LTO belongs. It operates under the technical oversight and guidance of the LTU and can be located at headquarters, the Regional or Sub-regional offices.

Examples: LTU = AGL , LTO Unit = RAFA
  LTU = AGP , LTO Unit = AGPP

In the FPMIS, the LTO Unit field is optional up to project approval but becomes is mandatory for coding the project from pipeline status to Operationally Active. 2. Comments: background, reference to documents where idea cited (emails, mission reports, etc.) during creation of new pipeline entries
Status: Idea
In this field the originator of the pipeline idea is expected to provide background information on what triggered the creation of this idea, such as an email quoting the idea, a Back-to-Office report, a meeting with Government etc.. The comments in this section cannot be modified after they have been saved and thus provide a history of the evolution of the idea. This section is only internal and not visible in the FPMIS PermRep Module.

3.Comments on progress of project preparation
Statuses: Active Pipeline and Final Consultation
This field is to be used by members of the Project Task Force to record any remarks/comments regarding the evolution of project document preparation. The comments in this section cannot be modified after they have been saved and thus provide a history of the evolution of the idea. This section is only internal and not visible in the FPMIS PermRep Module.

4. Last Delivery Estimates
Statuses: Operational Active, Activities Completed and Operationally Closed
Provides the latest delivery estimate that has been entered into the FPMIS in the Core Page. Work is ongoing to enable modification of the delivery estimates also from the same screen in the Core Page.

5. General Comments
Statuses: Financially Closed and Operational Active, Activities Completed and Operationally Closed
This field is used to record any remarks/comments regarding the evolution of the preparatory work. The comments in this section cannot be modified after they have been saved and thus provide a history of the evolution of the idea. This section is only internal and not visible in the FPMIS PermRep Module

14 Feb 2005 Launch of the Field Programme Management Information Reports (MIR)

This is a series of reports that has been designed within the framework of the Working Group on Management Information System and that aims at providing an analytical view of field programme implementation. These new types of reports will make information in the FPMIS easily accessible, enabling managers to retrieve project-related data in the aggregation they need for their analysis and decisionmaking.

The reports of the MIR are subdivided into:

  1. Overview reports - analytical reports on the progress of field programme implementation, covering technical cooperation and emergency assistance:
    • Monthly quick review based on an analysis of delivery statistics. Early identification of issues.
    • Comprehensive delivery reviews and forecasts on future delivery. Produced 2-3 times a year (March, mid-year and November).

  2. Projects requiring housekeeping action - dynamic reports that provide listings of projects belonging to the organizational level of the user (AG staff would see AG operated projects) and meeting predefined criteria:
    • Projects for which the DataWarehouse reports zero delivery after three months of the EOD.
    • Projects for which DataWarehouse reports a negative balance between approved budget and actual delivery.
    • Projects that are reaching their NTE and that require administrative action (i.e. project closure).
    Other "housekeeping reports" will be defined as needed. Budget holders are required to immediate take action in order to remove their projects from these listings through appropriate action. They will also be reminded individually through the automated messaging system in FPMIS (trigger messages) with detailed instructions on the action(s) to be taken.

  3. Drill down reports - dynamic reports that provide the user with aggregated information on delivery, AOS income earned and the status of the Pipeline. The reports take a tree-structure format that is expandable and collapsible, with each branch providing a new level of aggregation. At each level, a link is provided to show the basic information (budgets, delivery, status, EOD, NTE etc.) of the projects that make up the data being aggregated. Two types of drill down views are available:
    • Field programme delivery
    • Pipeline information
    • AOS Income (Work in Progress)
Users are invited to review these reports and to comment on their usefulness as well as to make suggestions for additional views/reports that they consider could enhance their capacity to manage their field project activities.

25 Oct 2004 FPMIS Staff Module

A new set of reports (Staff Reports: available under the "Shortcuts" links in the FPMIS Home Page) has been developed.



This allows for the rapid querying of data that is related to Staff within the FPMIS.

In the FPMIS, staff are listed

  • According to the responsibility/role that they have with regard to implementation or supporting of field projects (e.g. Budget Holder, CTA, NPD, FAOR, Technical Officer etc.) or
  • as the authors of documents uploaded, i.e. specifically as authors of backstopping reports.
Additional staff-related information in the FPMIS pertains to the respective access rights and privileges that staff have within FPMIS.

Presently there are some 1350 staff recorded in FPMIS and falling in the categories described above.
Specifically, the following is now searchable through the set of reports:
  1. Responsibilities: The projects or countries where the individual has been assigned specific responsibility.
    From the listed projects or countries, one may drill-down to the specific project/country details.
  2. BTOR/Mission Reports: BTOR/Mission reports where the individual is the author
  3. Document Search: Runs a search on all documents in FPMIS and provides a listing of all those documents where the individual's surname is mentioned.
  4. Security: List the security assignments of the user currently logged on.
  5. List all custom-made reports that the user logged on has access to.


25 Oct 2004 FPMIS Text Search

During its 3 years of operation, FPMIS has collected 32,453 documents out of which 5334 are Project documents, 7456 are various types of progress reports, 2386 are mission and BTORs. All the documents are linked to a project or a country and are therefore accessible through the various search techniques available in FPMIS.

The documents and selected database fields are now indexed once a week and a new text search engine (Lucene) efficiently performs queries against this index. This new functionality is accessible through the search pop-up from the main page of FPMIS and the user interface is fairly simple.



As in all standard search engines, several Boolean functions are available (AND NOT OR etc), for details please refer to the online help available in the search page.

By default the search is performed against all sources of information. The following document types are searchable in FPMIS.

  • Text (.TXT)
  • Portable Document Format (.PDF)
  • Rich Text Format (.RTF)
  • Hypertext markup language (.HTM, .HTML)
  • Excel (.XLS)
  • Word (.DOC)
  • Selected FPMIS Database Fields (DB)
The user can choose to restrict the search to only one source or a combination of sources.

The results are displayed in short 256-character briefs each with a hyperlink to the document or project for more details.

Individual Staff members, in the field offices, who are required to use FPMIS and currently do not have login usernames are kindly requested to use the FAOxx usernames for the respective countries to access FPMIS.

14 Mar 2004 2003 financial accounts closed

The budget of all projects in the year 2003 has been equalized to the expenditure. In the case of Trust Fund and UNDP projects, the budget balance (which can be positive or negative) resulting from the equalization of the 2003 budget has been posted/moved in Oracle to the year 2008. For TCP projects, the balance has instead been moved to 2004 only if the project was approved in the 2002/2003 biennium. You may come across some TCP Phase II projects where the budget revision to surrender remaining funds was processed prior to the year end closure of accounts. For these projects, TCOT is preparing a budget revision to re-establish the budget corresponding to the funds surrendered to allow completion of the pending activities.

Project Budget Holders should proceed as soon as possible with the annual rephasing of the project budgets under their responsibility. Project Budget Holders are kindly reminded that this exercise is required for UNDP projects and Trust Fund projects. The exercise is not necessary for TCP projects. However, TCP project budget holders are reminded to refrain from posting expenditure to expired/closed projects unless it is for settlement of outstanding obligations against approved accruals. Special attention should be paid to the TCP projects which have been recoded or have been approved as Phase II, where any expenditure incorrectly posted to the expired projects should be transferred through a Journal to the recoded or phase II project prior to submitting your next request for the budget revision.

Guidance on how to prepare project budget revisions is included in the Operations Component of the Field Programme Manual available from the home page of FPMIS. 04 Mar 2004 FPMIS Performance Improvements

During the last few days, we have experienced some performance problems mainly due to queries that are too generic. We have introduced one extra step to inform the user should the query result in more than 1000 projects and as such allow for refinements. The following options are available should a query exceed this number of projects:

  • Refine your search - in which case you are required to modify your query
  • Use the Advanced Search - in which case you are directed to the advanced search should you be using the quick seach.
  • Execute the query anyway - This allows you to run your query as originally intended.
Please be aware that it will still be possible to run long queries but displaying the requested information may take a considerable amount of time. You are kindly requested not to attempt to rerun the search before it returns information as this will not improve speed but further compromise performance.


15 Feb 2004 New Module - Equipment Inventory (Assets)

FPMIS has incorporated a new module for querying the equipment/assets associated with a project. The link to the module ("Equipment Inventory") can be found on each project page, just under the "Oracle Data WareHouse" link. The module, which has been developed in collaboration with AFSP, has the option to show only "Active" or "All" inventory items for the selected project. Users are reminded that the disposal of all inventory items is a prerequisite for the Operational Closure of a project. Additional guidance can be found from the help button () next to the link.

We are aware that the module may not correctly display assets data for UNDP-funded projects. We are currently working with AFSP to streamline this. Kindly provide us feedback on presentation or other matters.


03 Feb 2004 FPMIS Maintenance and Update

New fields/documents: the date when a project proposal has been sent to the LTU can now be recorded for each project; similarly for ICA and Appraisal reports (mainly for TCP projects).

Minor fixes applied: a few minor fixes have been posted in production.

29 Oct 2003 New parameter for the Oracle DWH - Project Status Report

A new parameter has been added to the Project Status Report (PSR). The parameter can be used to select the information to be reported under the column "Expenses".

The values for this parameter are:
     A. Actuals only
     B. Actuals + Hard Commitments
     C. Actuals + Hard and Soft Commitments

The "Expenses" column in the PSR produced automatically, when a Project Data Sheet is requested, utilizes option C (i.e. Actuals + Hard and Soft Commitments).

The following features are now available:

a) Improved Performance

b) New and uniform graphical layout

d) Revised definition of pipeline/ongoing/closed project status, permitting improved tracking of projects in relation to their administrative status (8 steps/stages) in the project cycle

27 May 2002 FPMIS Service Interruption

In order to release the new version of FPMIS, the system will not be available for 24 hours, beginning Wednesday, 29 May 2002 from 10:00 am Rome time, for the necessary software upgrade. All comments received during the testing period (24/4 - 15/5) have been incorporated. The major enhancements can be summarised as follows:
· Improved Performance
· New and uniform graphical interface
· Pipeline module ready for use
· Revised definition of pipeline/ongoing/closed project, resulting in 8 steps/stages in the project cycle
· Answers to frequently asked questions (FAQ) are now being posted in Procedures, available through the main menu of FPMIS


07 May 2002 FPMIS Service Interruption

Due to unscheduled FPMIS database maintenance, the production system will not be available on Thursday 9 May from 5:00PM Rome time, for approx 1 hour. The new version will not be affected. Apologies for any inconvenience.


24 Apr 2002 New major FPMIS release ready for user acceptance testing


The major differences can be summarised as follow:

· a number of technical problems have been addressed (problems affecting mainly performance)
· a new and uniform graphical interface has been introduced throughout the system
· the pipeline module is now available and the bulk of existing data has been loaded for non extra-budgetary activities
· revised definition of pipeline/ongoing/closed projects resulting in 8 steps and including pipeline stages has been implemented in all views and lists.

The new version is available for testing until mid May, please click new version.
Based on the feedback received, we plan to update and replace the current version the latest by end of May.

Please be aware that the data refers to the situation as of January 2002. None of the documents/ external links, under this version of FPMIS, are currently accessible.


27 Feb 2002 Access to the Project Formulation Toolkit

A new web-based FAO Project Formulation Toolkit ("Toolkit") is now available through the FPMIS, or on CD-ROM for staff not having access to the FAO Intranet. It is aimed to assist staff in formulating FAO-supported projects. Staff concerned with project preparation are encouraged to test the Toolkit over the next six months and to provide feedback for its further enhancement to their technical units. Requests for CD-ROMs and technical queries on the website and contents may be addressed to TCI at TC-Toolkit@fao.org, as the focal point for the Toolkit during its development and testing phase.


27 Feb 2002 The new Secure Server of FPMIS is now fully operational

Implications:
a) Please bookmark the new address https://extranet.fao.org/fpmis otherwise you may fail to access FPMIS

b) Login procedure, users in the Regional Offices and the SRO for Europe are requested to type their domain name (FAORAF/, FAORAP/, FAORLC/, FAORNE/, FAOSEUP/) and then their local user id e.g. FAORAF/kkorsah and then their password.


14 Feb 2002 FPMIS will not be available from 19/02 18:00 to 20/02 19:00 Rome time zone.


The release of a new FPMIS web server will have an impact on:
a) the address of the home page
b) the way users will be able to login, using local ids and passwords prefixed with the domain name
c) increased data security (encryption)
d) resolution to the limitations set by some local providers
e) minor performance enhancement (real enhancement to be expected by mid March)

The new server is already available and FPMIS can be accessed using the temporary address: https://faoxtr01.fao.org/fpmis (please be aware that tests are still being performed and may cause service interruptions).
To test your connectivity with the new server, please use your domain name (e.g. FAORAF, FAOSEU, etc), and the user id and password used to start up your computer. Please contact your ITO/Security officer if you are in doubt about domain name and user id/pwd.

06 Dec 2001 Donor Policies and Priorities Search Tool

A Donor Policies and Priorities module has been added. It can be accessed through the main menu and provides information on donor policies and priorities by recipient country and/or by subject matter of interest (PWB classification). The module provides links to donor profiles as well as to ongoing activities in the relevant areas of interest.

Delivery estimates can be captured on-line through the list of projects assigned to a user as Budget Holder. Financial data on the status of the project as of the last month summary from the Data Warehouse are displayed to assist the user in calculations

Users can now specify the parameters for a number of key project indicators and dates and obtain corresponding list or table of projects available in FPMIS


10 Aug 2001 TCI Missions

Assignment Summary Reports for Investment Centre (TCI) missions at the country level are now accessible through a dynamic link with the TCI MIS. The data is available for all fielded missions from March 2001 onwards.


10 Aug 2001 New Layout of Country Entry point

The Country pages have gone through a major re-design. Information available has been divided into two groups: a)data stored in databases (Staff assignments, Projects operated/funded, Investment Missions) and b) links to country intelligence (Policy & Strategy, Internet links, documents produced for specific meetings etc). The maintenance modules for each of the above categories is now available on-line and staff in HQ or Field offices will be given access for updating.

18 Jun 2001 New Layout of Project List (tabular and sortable)

The list of projects by country, operating, lead technical unit or donor is now presented by funding sources as well in tabular format and is sortable. It is accessible through the link "Table" in the country, operating, lead technical unit or donor panels: "view by: Fund Type | TABLE"

The Procedure page has gone through a major re-design. Procedures can now be viewed with and without the stage of the project cycle they are applicable to. The maintenance module for the procedures is now available on-line, selected staff have been given access for updating.


10 Jun 2001 FP data by FAO organizational drill down views

Access to information by Technical and Operating entities is now available using hierarchical drill down views. The user can select the title above the drop down boxes (FAO Technical Assistance or FAO Operating Support) and then drill down to the entity of interest, clicking on the entity description results in a list of ongoing projects while the small icon (Info) provides the FP financial data related to the entity selected.
